Agion and SIROS Foundation to verify AI agents' identity

Finnish Agion and Sweden's SIROS Foundation have entered a strategic partnership on infrastructure to verify AI agents' identity, their permissions, and whether they have the authority to act on an organisation's behalf.

October 29, 2026

As more businesses let AI agents carry out operational tasks on their own, a new question arises: how does a counterpart know that the agent actually represents the company it claims to act for, and that it has permission to do what it's doing? An AI agent placing an order with a supplier, for instance, may need to demonstrate that it represents a particular organisation and has permission to make purchases within specified limits. The partnership between Agion and SIROS Foundation is about connecting digital identity to exactly that problem.

From digital identity work to AI agents

Agion is a Helsinki-based AI company founded in 2025. Its main product, Agion OS, is a platform for designing, deploying and monitoring AI agents and AI-driven workflows within organisations, with governance controls, access management and audit trails, and is built to run on customer-controlled infrastructure. The company also provides services covering AI workflow development, agent deployment and organisational capability building, with customers in sectors including the public sector, finance, telecommunications and healthcare. CEO and co-founder Janne Pulkkinen previously led AI projects at Finland's Social Insurance Institution, Kela.

"Several of us at Agion have worked in the digital identity space before. AI agents bring a new dimension to familiar questions: who is acting on whose behalf, what authority do they have, and how can that be verified? Together with SIROS, we want to connect verifiable identity and delegation with organisational governance, so organisations can give agents more autonomy without giving up control over their decisions and knowledge. AI should compound your advantage, not your dependency," says Janne Pulkkinen, CEO and co-founder of Agion.

Open identity infrastructure from Stockholm

SIROS Foundation is a Stockholm-based nonprofit established in February 2025 to develop open-source digital identity infrastructure using international standards. It was founded by Stina Ehrensvärd, co-founder of Yubico, and works on digital identity, wallets and secure data sharing, with a focus on privacy, security and interoperability. SIROS grew out of international collaboration involving the Greek Universities Network, GUnet, the Swedish University Computer Network, Sunet, and Yubico, including the development of the open-source wwWallet project for European digital identity pilots. Its work supports the broader European Digital Identity ecosystem, and the foundation receives support from voluntary contributions and the European Commission.

"We're pleased to start this collaboration with Agion. As AI agents take on more tasks for organisations, questions of identity and delegation become increasingly important, and we look forward to working on them together," says Leif Johansson, Executive Director of SIROS Foundation.

Three areas of focus

The initial work is divided into three areas. The first is verifiable identity and delegation, exploring how AI agents' identity can be established, and how the authority an organisation has delegated to them can be independently verified.

The second is what the companies call governed autonomous execution, meaning how delegated permissions can be connected to an organisation's objectives, internal policies and the controls that apply while an AI agent performs tasks. The third area is open interoperability, where Agion and SIROS will explore how SIROS's open identity infrastructure can work with Agion OS through open standards, without requiring organisations to depend on a single vendor's systems.

Together, the aim is to bring identity verification closer to organisational governance, addressing needs that arise as AI agents take on greater responsibility in operations.
